Claude Code ignoring .claude/settings.json completely

I have a .claude/settings.json in my project root with specific model preferences and allowed tools configured. Claude Code just ignores it. Tried moving it to ~/.claude/settings.json — same thing. The docs say this should work but it clearly doesn't. Is this a known issue or am I doing something wrong? Running v1.0.12 on Ubuntu.

EpicDrift889: Workaround: try clearing the cache and restarting. Not ideal but it works.

OceanMaker198: Weirdly mine only does this when connected to wifi. Works fine on cellular.

OceanMaker198: Factory reset fixed it temporarily but it came back after 2 days.

SwiftOrbit917: I think this is related to the memory leak issue someone posted about last week.
