Claude Code keeps refusing to edit files now — 'I cannot modify that file' on perfectly normal code

Started happening about a week ago. I ask Claude Code to edit a React component, totally normal TSX file, and it tells me it can't modify the file. No explanation. If I rephrase the request it sometimes works, sometimes doesn't. It's like playing prompt roulette. This never happened before — it used to just do the edit. Something changed and it's infuriating.
