The new 5-minute cooldown between responses in Claude Code is absurd

Did anyone else notice Claude Code now has like a 5-minute cooldown between responses when you're close to the limit? It doesn't even tell you clearly — it just hangs with 'thinking...' for ages and then gives you a short response. I thought my internet was broken the first time. This is stealth throttling and it's honestly worse than a hard cutoff because at least then I'd know to go do something else.
